Tier-3 Hospital ED Continuity Push Pack is a deployable CBRN Response Annex to the hospital Emergency Operations Plan (EOP) designed to protect Emergency Department operations during contaminated-arrival surge conditions.
The Tier-3 CBRN Annex establishes exterior reception and contamination-control capabilities that help limit avoidable contamination transfer into the Emergency Department and support controlled contaminated-arrival workflows.
It also helps limit avoidable contamination transfer into the Emergency Department and support controlled contaminated-arrival workflows. contamination of the Emergency Department and hospital, preserves clinical operations, and protects First Receiver staff by applying ALARA radiation-exposure principles.
It enables hospitals to remain operational for 72 hours or more during a regional contamination event to
contaminated patients
injured casualties
non-contaminated worried-well populations
for 72 hours or more of sustained operations during a regional contamination event.
We work directly with the hospital emergency manager or the hospital EM Liaison.
Co-configure two core elements of contamination readiness:
• A structured 111-item CBRN Response Checklist Template that guides leadership decisions during the first 72 hours of a contamination event.
• A customized Level-C PPE Push Pack featuring PAPR respiratory protection and radiation detection equipment for first-receivers.
Hospital ED Continuity Review

During this consultation, we review your operational environment and help
configure a practical preparedness framework tailored to your organization.
Level-C PPE Push Pack Configuration
Level-C PPE Push Packs include particulate-protective suits, powered air-purifying respirators (PAPR), and personal radiation alert devices designed to support response operations involving airborne particulates, radioactive fallout, biological hazards, and unknown powders.
Officials primarily intend these protective systems for outdoor use during evacuation or relocation away from a CBRN hot zone or its projected contamination plume pathway.
Evacuation/relocation use of Level-C PPE with a P100 PAPR should occur only when official guidance confirms that environmental conditions fall within the functional limits of particulate-protective respiratory equipment. Follow official advisories.
Important Equipment Clarification
These configurations protect against airborne particulate hazards.
They do not have a rating for exposure to chemical warfare agents (CWA).
